Your application MUST BE a Public Sector Windows Phone App (What is a Public Sector App? Sample Apps)
WE HAVE TWO SIMPLE OPTIONS:
- Government Developer: You can request a device (as a loaner) for one month – after which you must return it.
- non-Government Developer: If you publish the public sector app to marketplace we’ll let you keep the device to build more apps. Otherwise, option 1 applies.

To get started with Windows Phone app development, download Windows Phone SDK. For Windows Azure Developers, download Windows Azure SDK, Free Trial Account, WebMatrix and InfoKit.
