XPS 0.95 Change: Name Attribute

Version 0.95 of the XPS specification will add the following restriction to the usage of the Name attribute within a resource dictionary:

The Name attribute MUST NOT be specified on any children of a <ResourceDictionary> element [M9.10].

The previous v0.9 already prohibited the addressability of any such construct for purposes of hyperlinks, so there was no need to include this attribute. This change eliminates any possibility of the same name appearing in an XPS Document through the use of a resource dictionary.
