How do detect the MSI version on the computer?

Tyler mentioned the following in his blog entry Windows Installer 3.1 Version Confusion

If you want to check the version of the Windows Installer on your system, check the version of MSI.DLL in the Windows\System 32 folder.

This should be in Windows Installer Redistributables but it's not at the time of this post.
