We’ve confirmed that all systems are back to normal as of 5/22 16:55 UTC. Our logs show the incident started on May 22 2018 14:55 UTC that during the 2 hours that it took to resolve the issue, users have experienced availability impact and severe performance degradation across multiple regions.
We are working to understand the root cause of this incident and will post a detailed postmortem within 3 business days.

We have identified the mitigation and are in the process of applying this across our regions. We are on a path to recovery and most of the affected users should be able to access their VSTS accounts. We will post an update within the next 30 mins or sooner.
