Upon further investigation we’ve identified that the impact is not wide spread and it is limited to be with West US 2 region where our internal accounts are hosted. We have a hot fix being deployed to address this issue. We apologize for any inconvenience this issue might have caused.

We're investigating an issue with branch policies. We have observed some reviewer groups are incorrectly added to pull requests and email notifications sent to them instead honoring rules defined in the branch policy. This is happening for a subset of pull requests across accounts, email notifications will be sent to all groups added.

This will not block pull requests. User may get additional emails as they were added as reviewers to pull requests.
