Visio cannot Open read-only documents from a Document Management System

Summary

The following error occurs when opening a read-only Visio Drawing from an ODMA Document Management System (DMS):

An error (110) occurred during the action Open.

Visio cannot write to the file. The file has been opened read-only.

This problem occurs if the NTFS read-only file attribute is set on the document or if ODM_VIEWMODE is specified in ODMSelectDoc.

Cause

This is a confirmed problem in Microsoft Visio 2003/2007. Visio will always try to open documents from DMS with read-write access.
