Nokia have made public their new imaging SDK, which give Windows Phone developers a wonderful library for managing image data. It includes over 50 image filters and effects as well as really fantastic tools for cropping, encoding, rotating, and even accessing partial image data without decoding the whole image (which is great for high resolution images). The library can be used in both C# and C++ see https://www.developer.nokia.com/Resources/Library/Lumia/#!nokia-imaging-sdk.html
