MOSS 2007 : You receive a 403 error when trying to access SSP Search Settings

While working with my customer, we noticed an odd behavior when accessing Search Settings underneath the SSP. We have a 6 machine environment ( 2 WFE, 2 APP and 2 SQL (Clustered) ) and could only access the Search Settings page from the index server ( one of the APP boxes ).  After some troubleshooting and searching using Live, I came across https://support.microsoft.com/kb/926959.  After following the steps described, I was able to access the page from the other APP box and both WFE.
