New VC++ Toolkit 2003

The Visual C++ team has released the Visual C++ Toolkit 2003, which includes the full optimizing C++ compiler found in VC++ 2003 professional.  It also includes the STL, standard C library, and some samples.  Definately worth checking out if you're in the market for a free C++ compiler for Windows.
