Http Error 417 while trying to create a new external content type

I had the following error while trying to create a new External Content Type from SharePoint Designer.

The interesting thing in here was that i had other external content types created on the same site collection but i was able to edit them without problems.

After a lot of troubleshooting i found that /_vti_bin/bdcadminservice.svc is failing with this method 'GetEntityWithNameAndNamespace' .

The solution i made in here was to re-provision the web application on the web front end server by stopping and starting the Microsoft SharePoint Foundation Web Application Service .
