Voice Lifts?

I've heard of face lifts, various implants (breast, calf, posterior, etc), liposuction, permanent makeup, and so on. Until today, I had never heard of a 'voice lift' until I read this article on CNN. Now my primary interest in posting after reading this is my speculation on whether or not this would alter someone's voice pattern. Think of all those villanous masterminds that undergo plastic surgery to escape the good guy from your favorite bad action flick....If they had a voice lift as well would it have been possible to avoid being discovered by your voice?

That said how does this all fit in a real world scenario like with Bin Laden and all of the video tapes that al-quieda has been surfacing? 

Any ideas....?
