Download the tools here.  Major changes from the beta are the inclusion of a Panorama, Pivot, and Bing Maps controls. 

Also, don’t forget to download the Silverlight for Windows Phone Toolkit as well that has additional controls including the GestureListener, DatePicker, TimePicker, ContextMenu, WrapPanel, and the ToggleSwitch controls.
