If you are unable to locate your AD RMS performance counters through the Performance Monitor on your AD RMS server, the problem may be caused by a third-party driver. Some third party drivers, if they are installed before AD RMS is provisioned, can affect the loading of your performance counters.
To fix this problem, run the command lodctr /R from the command prompt. This will rebuild the performance counter registry settings and you will then be able to load the performance counters from the Performance Monitor. Lodctr is a command line executable that registers and restores Performance counters and Explain text for service and device drivers.
