"Failed to create sample data" - SharePoint 2010 PSConfig fails in Windows 7

ISSUE: While installing SharePoint 2010 on Windows 7 OS, it fails while running psconfig wizard at step 8th with below screen.

[Failed to create sample data. An exception of type Microsoft.SharePoint.SPException was thrown.  Additional exception information: User cannot be found.
