Install bug with the SDK with workaround

When installing the Framework SDK separately outside of installing Visual Studio, we found a bug with our feature tree logic.

Repro:

   1) Launch the Framework SDK installer

   2) In the options page, select the middle option and uncheck the other two.

   3) Complete the installation.

When you rerun setup to go into maintenance mode (repair/uninstall), you will only have the option to repair the product or uninstall the product.  You won't have an option to install the other options which weren't selected.

Workaround:

   Uninstall the Framework SDK and then reinstall it with the desired options.

 

This currently repros with the Beta 2 bits.
