IE8 Q&A: If the user doesn’t have administrator rights, how do I install add-ons or enable ActiveX components?

    I know that this is not the right forum but I need help on a problem.  I’m helping my dad on his computer and I keep getting an IE message box saying "Do you want to allow software such as ActiveX controls and plugs in to run?" every time I try to navigate to a new page.  How can I get rid of this message?  When I "right click" I don’t get any options.  It’s driving me crazy.  Thanks for any help or answers that are provided.
