Is the IIS Running?

 function Check-IISServiceRunning

 {
 $iisService = Get-Service W3SVC -ComputerName localhost
 }
 catch [ServiceCommandException]

 }
}

 If you want to start it you can add:

 Start-Service -InputObject $iisService

Install ASP.NET in the IIS?
