If you have localized Windows, then you can go to Microsoft Update (you can click 'Microsoft update' tab at Windows update site), and select 'Custom' install. It will list Silverlight as install option. This is currently Silverlight v1.0, and the description shows localized strings as the install option is provided on localized Microsoft Update site.
