Well, this KB article contains a hotfix for Windows Server 2003 SP1. Although this hotfix is part of SP2, you may notice that registry keys mentioned in this KB does not appear on your system after applying SP2. Therefore, you will have to follow the steps and create them manually. Until then, you get the issue fixed.
