BizTalk Error: Microsoft.RuleEngine.dll Not Found

Instead of the path "<installation Drive>:\Program Files\Microsoft BizTalk Server 2006", sometimes Microsoft.RuleEngine.dll is located "<installation Drive>:\Program Files\Common Files\Microsoft BizTalk".

After that, you should check if "Rule Engine Update Service" been started correctly, if not, make sure the path of service is refered to correct path.

Comment: copy all files from "<installation Drive>:\Program Files\Common Files\Microsoft BizTalk" to "<installation Drive>:\Program Files\Microsoft BizTalk Server 2006".
