For folks that need to install Team Explorer 2008, there's a separate download available here: Download Visual Studio Team Explorer 2008

Having the Team Explorer doesn't alleviate the need to also have a TFS Client Access License (CAL) except when using TFS Workgroup (5 user limit), accessing Codeplex or when only filing a bug. 

If you have Team System role SKU or TFS, you can also find the Team Explorer 2008 installer on X:\TFC\ on the installation media.
