The CAPICOM library failed to load might be caused by permission

A clean installation of Vista, download the card space sample from https://cardspace.netfx3.com, and download the Simple WPF based smartclient application, run the install.bat for setup, i got the following error:

CAPICOM is not functioning. Trying to clean an old one.

CAPICOM is not functioning, and you may need to manually install the library.

Consult the Instructions document.

The CAPICOM library failed to load.

This can be fixed by running the same script under the Administrator command line. Go to Start->All Programs->Accessories, right click on the Command Prompt, click Run as an administrator, then navigate to your download directory, and run the install.bat again, you should see

 Microsoft (R) Windows Script Host Version 5.7
Copyright (C) Microsoft Corporation. All rights reserved.

CAPICOM Installer executed successfully
Microsoft (R) Windows Script Host Version 5.7
Copyright (C) Microsoft Corporation. All rights reserved.
