Had some install issues turning on SSO, here's what i found...

The install instructions on Technet are mostly correct with the caveat that inorder to create the database you have to login as the SSO account to the first server where the service is turned on, hit the sso configuration page web app through localhost.  Make sure localhost is in the url, and make the administrators a group of which the SSO is a member of.
