How do I submit the CPK file to WINQUAL site?

Login to winqual site. Download the Winqual Submission Tool (WST) . Run the WST and select the .cpk file which will generate an xml and a cab file. These files are used in “Create a Logo Submission” wizard on winqual site to create submission.
