Which SmartPhone is best when the Internet goes down?

The sad events that are unfolding in Japan made me think about which is the best phone to have when the everything is going badly.  When the news media reports that a man floating on his house out at sea is lucky, is an indication that there are a lot of other things going badly.  Which phone can keep you connected with news and guidance from the government emergency agencies?  Let's take a look:

1. iPhone, requires internet access, if the internet is down, then the iPhone is a stand alone device, but could work as a peer to peer kind of system

2. Android, requires internet access, pretty much that's it

3. Windows Phone 7: Has an HD-FM Radio, it's not an app that uses the internet, it's a real radio.  That's what I want in the hands of my family during an emergency.

Let's hope that the internet never goes down in your region of the world, but if it does, the Windows Phone 7 will be able to supply at least an FM Radio for you get to get the latest instructions on evacuations, etc.

As to the people of Japan, these are strong and resourceful people that put the civil into civilzation.
