Changes to the Security Interchange Format

After looking at some of the venues and the fact everybody will want to get some time with Steve and Jesper i have changed the format from two tracks: one focused on Development and one on Infrastracture with 4 topics to one panel with 8 topics and having all 8 speakers on the one panel.
