AzureCAT Guidance: Develop Azure Resource Manager templates for cloud consistency

This topic of ARM template best practices (and getting started instructions) has a regular and consistent cloud scenario over the years. AzureCAT has written whitepapers on this. So this year we sought to create some core content for Microsoft Docs, which we could keep up to date and tie into existing documentation.

A key benefit of Azure is consistency. Development investments for one location are reusable in another. A template makes your deployments consistent and repeatable across environments, including the global Azure, Azure sovereign clouds, and Azure Stack. To reuse templates across clouds, however, you need to consider cloud-specific dependencies as this guide explains.
